Jessica Soltz Rudd has extensive experience in transportation credit analysis, developed over the course of an 11-year career at Fitch Ratings. At Fitch, Ms. Soltz Rudd was responsible for founding and developing the airport and seaport practices within the transportation group, which she ultimately co-headed. In this capacity, she evaluated all U.S. and most of the international airport and seaport credits that Fitch rated. Ms. Soltz Rudd evaluated general airport and seaport revenue bonds, PFC-supported and LOI-supported bonds, project financings and privatizations. She also created and evaluated financial models to assess the economic feasibility of projects. The more complicated transactions involved unique bond structures, complicated construction issues, and sovereign-related concerns. To assess the economic feasibility of projects, she frequently created her own financial models.
Ms. Soltz Rudd has published analytical research reports for buy-side investors, as well as special industry research reports. Among them are:
Layer It On - The Essentials of Rating Project Subordinate Debt; Airports Rating Criteria Handbook for General Airport Revenue, Passenger Facility Charge, and Letter of Intent Bonds; and two annual reports on the State of the World's Airports and Seaports.
Prior to joining Fitch Ratings in 1997, Ms. Soltz Rudd held a number of positions in the public sector, including one at the National Council of State Housing Finance Agencies (NCSHA) in Washington, D.C.
Ms. Soltz Rudd received a B.A. in Political Science from the University of California, Riverside, an M.P.A. from the Maxwell School of Citizenship and Public Affairs at Syracuse University, and a J.D. from Syracuse University College of Law. She is admitted to practice law in New York and California. Currently, she is working towards the CFP certification and designation.
